Should mention i'm in Arkansas, and im not sure if Seagulls actually go this far inland (i could be very wrong though)

Gulls will come inland, I live in the UK and I see gulls on an almost daily basis and I live nowhere near the coast.

As for the feather, I've seen similar looking feathers which have come from Eurasian collared doves, so maybe it has come from some kind of pigeon or dove.
