Would it be possible to keep Uintatherium in the same exhibit with eohippus if the latter had areas to escape the Uintatheriums

Well, elephant seals have never been successfully kept in captivity (although there are a few exceptions of single animals), so I doubt combining them with other animals would be a good idea ;)

What is combinable with Nubian Ibex? What can be combined with Northern Bald Ibis

Also can would these combos work:
-Nubian Giraffe, Water Buffalo, Addax, Dama Gazelle, Barbary Macaque, African Wild Ass, Barbary Sheep, and Fallow Deer
-Scimitar Oryx, Pyrenean Chamois, Barbary Stag, Barbary Macaque, Roe Deer, Mouflon, African Wild Ass, and Cuvier's Gazelle

Nubian Ibex : Gelada, Hyrax, waterfowls.

Northern Bald Ibis : cranes, waterfowls, ibis, spoonbills, herons, vultures, tortoises (adults only).

About the combos, you would need a lot of space and different sub-habitats in each enclosure (rocky, plains, forested, wetlands, sand dunes, etc.) to accommodate every species. Also some of them are a bit weird geographically speaking, but not all exhibits have to be themed geographically. However, here what I think about the combo more specifically :

First combo : I would loose the macaque, unless it has a space especially for itself inside the enclosure. The wild ass and donkeys in general can be temperamental, especially during mating season. Even males and females are often keep separated most of the year. I would put them by themselves.

Second combo : Same about the wild ass and macaque. Scimitar Oryx are not known for their compatibility with other species, except in huge enclosure, so I would loose them too or put them by themselves.

Ah thanks. Yah I know the combos are a bit geographically weird and require a lot of space and I'll probably remove the Macaques from both combos, the chamois in the second combo, and the wild ass in the first combo.

Edit: Can I combine Northern Bald Ibis, European Roller, European Bee-eater, Eurasian Teal, Greater Flamingo, Hoopoe, Demoiselle Crane, Alexandrine Parrot, and Golden Oriole?
