i'd say only if the fishes are too large for the otters and can't injury them or get stressed.
for example i would place Mekong giant catfish with asian otters, and i know sea otters have been kept with small sharks like leopard and horned.

Hey guys!

I know I already asked a similar question to this, but can you think of any African waterway mammals? They don't have to be made for the game yet. I would be particularly interested in any primates that have ties to the water in some way.

Allen's Swamp monkey? I think Tamara Henson made one, but is kind of out dated. Maybe when Primata is out the include one or maybe she update her old download like she did with the rest of her packs.

Sitatungas, Reedbucks, Puku. Red River Hogs are often found near rivers (IIRC), but I wouldn't place them with other animals, unless those are big enough. Same for African buffaloes. Most African non-desert animals are quite often found near water, since they need to drink :P So you can use pretty much every one of these.
