Thing with palm trees is, most of them just lose all of their leaves in cold temperatures, meaning that half of the time (in the winter) you'll have messy, brown tree shrubs left over.

Some tropical plants have adjusted very well (potato, for example), but it really depends from species to species. Just look up whatever plant you wish to use, and if it states it's winter-hardy, go for it!

How do I make a Hagenbeck-esque exhibit with lions and an assortment of African herbivores like in real life.

Everyone I'm sure is aware of the main entrance/exit plazas in most zoos. And in the one I am making it is no different. However how do I change a large concrete square? What can I do/add to make it more exciting and alive without destroying the view in front? Any suggestions as to what I could do in order to break up the monotony of a large concrete expanse? All and any help appreciated

Small stretches of flowers, foliage, palms or pines fenced in. Different path types, statues, fountains or ponds, small buildings like bathrooms, ect

I think that if you replace the fence with a tankwall, place water and then replace tank back with fence, it should work, but I'm not sure.

Realistically could tortoises and other non-crocodile reptiles live outdoors during the summer in a zoo in Oregon (around the Eugene area)?

I'd say yes for tortoises. Denver has some spurred tortoises or something outside.

This is WIP of a European walkthrough exhibit.
The foliage is almost finished, but I don't know a good animal combination to put in this exhibit.

What animals fit this exhibit, preferably a lot of different birds.

Not bad. I would however at some June grass or some other grass just so it doesn't look so uniform on the undergrowth.
