I don't see why it's too short, "people are dumb" is a really dumb reason in turn. Just put "do not lean over fence" signs and your gold.

Why are idiots (idiots who's story was fishy at that) somehow a reason for everything to be ridiculously safety proofed?

I've seen alligator enclosures with a lot less, just wooden railings. Hell I've seen some at rescues that were kept in ground level pits with only posts to lean so no one tripped in.

I think an additional barrier would work. The National Zoo has an outdoor alligator exhibit with a taller fence and then a shorter barrier on the inside of the exhibit.

I'm planning a cheetah exhibit. For a barrier, would a shorter fence and a moat work or should I just use a chain link fence?

Depends how wide the moat is. At the St. Louis Zoo, a cheetah in the River's Edge once jumped over the moat dividing its exhibit from the dwarf mongoose enclosure and escaped that way. No people or animals were hurt, luckily. After that they widened the moat and there haven't been any escapes since. FYI, in addition to the moat, there's also a short rock wall between the two exhibits, so it's a good comparison.

EDIT: I have a question of my own; in captivity, will solitary species of bat tolerate sharing an exhibit with conspecifics?

While that was an interesting article, it focused on the behavior of bat species that naturally form social groups in the wild. I was wondering if a species that roosts and raises young alone in the wild will tolerate being kept in groups in captivity.

I suppose you could try giving them a lot of room and then several hiding/roosting places, so they don't have to fight over them, thus reducing the causes of aggression.

As long as you don't have any obstacle near it (which the meerkats could climb on and then jump over the fence) I think it should be good.

You would also have to consider the meerkats trying to dig under the enclosure but I agree with Furka that the fence works as long as there's no obstacle to help climb over.

Might be a longshot with their horns, but would this be good enough for a domesticated cattle breed like the Ankole-Watusi? Or should I add an extra barrier?
