Queensland can be very tropical

but also very dry.

So it's hard to tell what Queensland looks like.

Best biome for Dilophosaurus and Megalosaurus?

Megalosaurus lived in Middle Jurassic, during that time Europe was a bunch of shallow sea islands, thus I'd suggest a mildly warm coniferous forest :P (really lack data on this animal's actual habitat due to fragmentary nature and lack of more extensive descriptions of the formations, even Field Guide is silent on it.)

Dilophosaurus lived in a floodplain environment with numerous lakes and streams ;)

So:
Megalosaurus= Coastal, Temperate or Boreal
Dilophosaurs: Grassland or Wetlands?

Megalosaurus = temperate with evergreen plants like conifers and ferns( angiosperms didn't take over at that time)
Dilophosaurus = a mix of grassland and scrub (with more of grassland than scrub) and conifer/fern foliage ;) Wetlands is a bit too dark for the floodplains.

A zoo concentrated around island animals or most endangered ones is not something common lately so these would be my suggestions :P
