Either you have a white background in your skin, which you should never have. Try to get it as close to the skin color at the UV edge as possible to avoid those ugly zoom-out MIP-map artifacts. That's why my skins always have those seemingly ugly blurred edges around them, it guarantees to avoid this issue.
Or, and more likely, the alpha property of the nif is not correctly configured. This old tutorial explains how to fix it: http://zt2modding.wikia.com/wiki/Adding_a_Property

Er, yeah, it's definitely my skin. I didn't have an alpha channel or a solid color background. Now I have both and... this happens:

I would nearly guess you made the alpha channel from the main skin ... if you fill the alpha channel only with white color ... any change?

Here's the PSD if anyone wants to poke at it (be warned, they're... messy). This is after I made sure the background layer was a similar color to the body (dark brown), and added an alpha channel in my channels panel, then colored the tail alpha area in black (as instructed by another helpful person). When I save as a targa, reopen the targa, then save the targa as a dds, then apply it to the model, I get that horrible mostly-transparent skin I showed earlier.

So there's that.

Any animal with extensive alphas is going to be put on hold until I learn what I'm doing wrong, otherwise they will all have this problem (Red Wolf, leopards, etc). Why the Capuchin, Bongo, Giant Sable Antelope, etc., don't... I have no idea (except maybe because the alphas are very dark?).

Why do you save the picture as a targa first? I usually merge the visible layers, delete the hidden layers and then I save the file like a dds directly from photoshop. I will take a look at the file as soon as I will be at home if someone else will not solve the problem meanwhile ;)

Think I fixed it (it was the alpha channel, namely that I didn't know how to make one properly). Thank you Okeanos, Iben, and MrGorsh! and everyone else who tried to help: Hendrix, Nessich, PaJaS30, Chase, and lgcfm :) Every time you guys reach out to help me stumble through some other issue I don't understand, you show the best side of this community. <3

Known issues: There's some distortion caused by rigging (the tail is a bit wonky and the Tayra has an overbite), so we'll see if platy wants to/can adjust it when he gets back from Spring break. Otherwise, if you come across any other issues, please let me know here or via PM.
