Nope, that was what Oviraptor was thought to look like before they discovered it had a crest.
One of my old Dinosaur books has one looking like this, but with protofeathers. What is awesome is that the book was published before the discovery of any non-avian feathered Dinosaur, except Archaeopteryx.

I stand corrected

some initial theories placed pterosaurs as aquatic
while most species were certainly avian...
whenever I even bring up that its entirely possible for an aquatic pterosaur to exist (or for many known species to have been aquatic/amphibious [puffin style]) people scoff at me like I just claimed they evolved into birds or some such nonsense

Zhenyuanopterids have even been speculated on several occasions to be aquatic IIRC.
