That'd be Rodrigo Vega http://rodrigo-vega.deviantart.com/gallery/ Tough he's more of a freelance artist who draws dinosaurs than a serious paleoartist and doesn't necessarily stick to accuracy, his technique is fantastic and many of his stuff can be counted amongst my favorites such as:
