Phytosaurs are not pseudosuchians, but basal archosauromorphs. Point taken on rauisuchians, but aetosaurs curiously only display large scutes, no small scales. Kinda of like armadillos...
I know they aren't, what i meant was, they are basal to the ancestors of pseudosuchia, therefore we can assume the whole clade branched from a scaly ancestor.

Considering its size and apparent isolation to Malta and Sicily, I don't think C. falconeri would have been able to fly, though it is a beautiful piece nonetheless. :)
