It's the PD Hatzegopteryx, which AFAIK is fairly accurate besides being unnaturally skinny and having pointed wings.

It isn't anymore :P
Hatzegopteryx was much bulkier with a more massive skull and a shorter neck.

Well dinosaur don't really move their tails at all except the stegosaurs

There's plenty of dinosaurs that can move their tails (I bet you know about diplodocids, ankylosaurs and others, right ?)
Ankylosaurs have fused tails at the end giving them their name fused lizards
