No dinosaur had a tail that was completely incapable of movement, that would be ridiculous.

Even Raptor dinosaurs, which have mostly ossified(turned to bone) tendons in it were still flexible at the base.

Even the bits with ossified tendons were very flexible. Not by natural means but they could handle being bent and twisted no problem. How else would a dromaeosaurid preen its tail feathers?

Ornithopods don't get enough attention IMO, they're actually a very fascinating and successful group of herbivorous dinosaurs.
